Hi

I found that:
  !(tunnel=no) & !(tunnel=yes)

triggers the error, so it is possible to see it with a
syntactically correct rule.  It is however still not possible
to make that rule work, since it is true even if tunnel is not
present.  So it is still an error in this case.
