I agree with Marko, it would be good to have this in OSM. One way of
doing it would be that the whole state of Indiana gets a "default"
timezone with exceptions on the level of individual counties, but this
would require some processing for the use case of "give the current
UTC offset for this location". I think having a separate system of
boundary relations (type=boundary, boundary=timezone) would be easier
to process. But there will be many, many more than just the well-known
timezones Eastern/Central/Mountain/Pacific/Alaska/Hawaii...

Indiana http://www.openstreetmap.org/relation/161816 does not have a
timezone=* yet. Maybe someone who is familiar with JOSM and the
timezones could do this? Because I do not live in the US, I am
reluctant to change the data myself. But I guess I could do it if
nobody else steps up, and if you can provide me with a comprehensive
list of states (counties, cities) and timezones.
You see, I would want this data to be present in OSM, to benefit also
other users than those using mkgmap-generated maps. If we have the
data in OSM and if mkgmap starts to interpret it, then you would get
the timezone borders "out of the box". I do not think that timezone
borders would add any significant clutter to the map, so IMO they
should be included in the default style.
