There are all manner of magics - in areas that utilize magic - to amplify 
sound - but you don't want to make it *louder*, that would drive the listeners 
away.  You just want it to be heard clearly from further away.  Dream/Malger 
would downplay them, however, because they seldom take into account the 
architecture in which the music is being played.  In an open air venue it's 
less of an issue, but every tree, column, rock, and building affects the music. 
 To a composer this is extremely important, to a traveling minstrel less so.

And, in the MK setting 'bards' are a class of minstrel who have actual magic in 
their music.  To call one's self a 'bard' would be met with skepticism unless 
they can actually display magic within their performing (non-musicians can be 
bards, too).  Even Malger has never called himself a 'true bard' or bard in 
general because he is not.  He's merely a very skilled musician with a wide 
repertoire, but he would need an actual mage to allow a larger area to fall 
within the range of his music.  It's not about volume, it's about coverage 
(don't want to deafen those actually present, after all).
A coordinated theatre troupe may have enchantments on instruments or stage 
props to extend the range of their audible work.  That would make then a 
notable troupe to afford such magic.  But, as they've never been mentioned 
before, not a 'world famous' group.  You're talking local stage band; a hop 
above garage but no where near national or global.  Perhaps one known well in 
certain areas of the midlands not currently used very heavily - the Outer 
Midlands, perhaps.  If they're using magic they may be based out of Marigund or 
nearby.  Or perhaps Sathmore, as the southern midlands is mixed when it comes 
to magic; they avoid it, for the most part.  Nothing from Pyralia, where magic 
is frowned upon (but still practiced quietly).  

Some notable characters will probably not have returned by that point:  Malger 
& Misanthe, Charles Matthias & family, Lindsey, Pharcellus, Garigan, Jerome 
(these latter two will not return, to my knowledge).

As for 708cr, I do not know actual timelines.  It may be about that time for 
Alberta to announce her pregnancy, though it would not yet be visible (Thomas 
Bryn Hassan will be born Mar 11, 709cr).  This would most certainly warrant a 
grand ball and at least one assassination attempt that sneaks past George & 
Misha, but fails.
