Please see bug #12910. also I think you don�t take into account
that we have commonInteractive.canonize_basename for that which uses
filename_conversions option in downloads.ini.

My MLDonkey machine is a router with minimal software (kernel 2.2.x, libc5)
and so on. Non-ASCII characters are not well
supported so I am using this table to convert the german
umlauts to their two-character equivalent.
