Details:
New files committed get stored in the new temp dir, but when the old files
which are already being download which are using the old temp dir are getting
committed, mlnet does not know from where to copy the files, and the files
just sit there until they're copied over manually and mlnet is restarted.
Downloads should 'know' where their temp dir is.
