You need at least version 2.0.15, which configure checks.

4820: Configure: Check if libgd > 2.0.14 is installed
Function gdImageFilledArc was added in gd-2.0.1, other functions were added
later. Your gd lib is too old.
Maybe even your GD is so old that it does not provide gdlib-config, which
provides the version numbers MLDonkey configure checks.
In short, update gd to at least 2.0.15. Current version is 2.0.34.
