updated patch:
* two options: ip_blocking_countries_allow, ip_blocking_countries_block
Attention: if the same country code is present in both lists MLDonkey blocks
the whole planet
* with Pangos patch two IP blocklists can be loaded, only local (option
ip_blocking) and one through web_infos, both are used
