Details:
MLDonkey disables downloads if they have no working trackers left
to avoid DDOS.
Sometimes trackers are overloaded and return "Failure reason" with some error
code.
There trackers can be re-contacted after normal intervals and may respond
again.
This patch introduces a new option to limit the number of such retries.
"Number of retries before a tracker is disabled, use 0 to not disable
trackers", default 10
The advantage of this patch is, that MLDonkey does not disable trackers after
the first unsuccessful attempt.
