Details:
Due to order of max_bt_uploaders and max_uploaders_per_torrent options in
bittorrent.ini mldonkey always set max_uploaders_per_torrent to no more than 3
(default for max_bt_uploaders) at start time. Changing order of this options
in .ini file fix problem.
