You need to combine a few things from these doc locations:

....explains how to create a yaml definition of the consumer.

... explains how to stream MPEG TS.

Combine them to create multi-decklink-iptv.yml:

  terminate_on_pause: 0

  terminate_on_pause: 0

The whitespace indentation (2 spaces) is important in the above yaml.

uset u0 consumer.terminate_on_pause=0

The multi and avformat consumers default to terminate on pause, which
you likely do not want.

Play the stream with vlc udp://@224.224.224.224:1234

This has not been tested much, and I expect there to be some issues
when the unit reaches the end of its playlist.
