You choose these. I suppose in Europe you might adhere to some DVB specs
and in other locations ATSC. For the most part that means MPEG-2 and -4
technologies. However, if you are in control of the receiving devices (e.g.
closed IPTV network), you have more flexibility, obviously.

You and/or the specifications do based on media bitrates plus head-room for
additional tables, bitrate variance, and long duration testing. Of course,
