Never used LaTeX myself, so I'm not sure. The Maltese keyboard uses the standard stuff, so if LaTeX allows you to use Russian, Greek or other keyboards it should also support the Maltese. You may need to select the appropriate font in LaTeX though - try an iso8859-3 font.
