Have you installed the Maltese keyboard layout files from the website. Once you have, you should be able to select the Maltese layout from the KDE control panel. Not sure about the Kylix problem, but that error message indicates that Kylix expects to find some library from qt2.3. What you could do is use the software manager to search for "libqtintf-6.5-qt2.3.so" using search by file.
