System quota, as edquota is a tool for filesystem quota, does not allows
setting quotas for particular file. It effects user or group. More over,
you need to patch kernel for restriction of write access, when quota is
over. If you have no patch, you can still see how many space and
inodes are used by users and/or groups with one command.

For mail quota you should alter filter(or quota) of your SMTP daemon. So
I suggest you googling like 'sendmail quota', 'qmail quota', etc.
according to you SMTP daemon.
