Yes, I've noticed it too, it even replaced the apache homepage! I seems to be worrying many people. Apparently, if the regulation passes, not only can I copyright, for example, an anti-virus program, but I can patent the idea itself - any software program which removes virii. This means only I would be able to make anti-virii. Loads of sites like apache and PHP, as well as many other Linux projects are saying this will affect them badly.
