Firstly, the following comments are purely of my opinion only. The quality of international access here in Malta is pretty low. But then you must consider that this is a captive market with a monopoly (probably about to turn duopoly) provider. There what can only be described as little interest in customer requirements from the incumbent and a multitude of ISPs, many of who have problems even spelling 'IP'. Although the Internet connection quality is poor here, you should not have speed problems connecting to the likes of Yahoo. Onvol is (IMO) a fairly decent ISP.
