This has to be pushed from above. ISPs will never upgrade all their routers out of will unless it makes financial sense to them. Only new ISPs who buy new equipment would actually offer support. The following people might have a better clue: http://www.mt.ipv6tf.org/aboutus/
Last I asked I published my findings over here. I honestly don't consider it worth it to use tunnelling services since it reminds me of the good old days of dialup (including the latency).
