Legally speaking, you can use Windows 7 Home Premium in an office. There is 
nothing in the EULA which prevents this. Windows 7 HP has the following missing 
features compared to Pro:

* Ability to connect to a domain
* Windows XP compatibility mode
* Backup & Restore

If anything, it might be agency/company policy to only use pro, but there is no 
legal limitation.
