Using Google hangouts defeats the goal I am trying to achieve. That is to use
an available open source technology to achieve video and audio conferencing. I
will keep janouts in mind as a very last resort.

If all you need is to broadcast a speaker, "hangouts on air"  is the best
solution. People who don't have a Google account can still participate on IRC
if need be and watch via YouTube. If you are running a recent HTML5 browser
then you shouldn't need any plugin either.
