Not sure how it is done exactly on fedora, but the debian package used 
by apache is libapache-mod-php or something similar. `yum search php` 
should show this in list.

F7 is pretty old now, are they even updating that still?

Also, if in fact you did update to latest version you will need to 
reload apache before it registers.
