It is either the number of high-order bits that identify the network 
you're on, or the number of low-order bits that identify you within the 
network.  I'm not sure which.

If your example is indeed correct, I suspect the former, because all the 
addresses starting 127. loop back to local host.  You don't just have 
one lookpack address; you have en entire network of them.
