Webmin can do it, you may need usermin, although everyone warns against 
using webmin, and I have not had great experiences with it - I think 
that virtualmin has taken over from webmin for this sort of application.

There is also ebox, alternc, directadmin, ehcp, ispconfig, gplhost, 
baifox, gnupanel, openlsm, ravencore, vishwakarma... and a few 
(hundred?) others. They vary wildly in usability, features, stability, etc.

The problem with most of these are they are for more than just email, so 
you would need to configure permissions, and they tend to want to 
install a ton of stuff themselves, so you may be ripping out more code 
and apps than you are installing.
