Try using apcaccess to see why it's not working with the generator. The
LASTXFER field might give you a hint as to why it's not switching over.

Regarding devices that you could use to "regulate" the voltage going to
the UPS, I doubt you'll be able to find anything cheap that'll work. You
should instead look into getting a more forgiving UPS (one that's
designed to be powered by a generator).
