BTW, the number of hours to adjust for the local time zone varies over
time, so if you want correct year/month/day times, you first have to
lookup the timezone offset based on the number of seconds and the
timezone (the /usr/share/zoneinfo directory holds the historical rules),
after which you can do the shift and the rest of the computation.
