the /etc/skel directory as a hidden file which pretty much gives you a

Thanks for the suggestion. The problem went away as I moved my profile.
My wife had something similar occur using an US-English-style keyboard.
She selected Montreal for the time zone. By doing so, several
applications including Flash would generate French characters when
certain keys were pressed. Removing the French keyboard setting didn't
work, it would restore the English and Canadian keyboard layouts anytime
she restarted her system.
I traced it down to /etc/default/locale. Changing the LANG variable to
'en_US.UTF-8' solved the problem.
This will fix it for now til she wants a French keyboard. :)
