I used to have a Netgear router that worked fine and then started to choke and had to be rebooted often. I assumed it what a weak CPU and that it couldn't keep up with modern bandwidth usage.

I suggest you disconnect the router and plug in the modem directly to your machine and test from there. You should also disconnect all devices connected to the phone plugs in the house to test. Many years ago when I was with Sympatico, I had some major speed issue and the problem was an old ADSL line filter.

Also, make sure you aren't going over the 100GB limit for Vif:

"Anyone reaching or going over this limit is switched to a secondary server which has a lower priority, and may experience slower service during normal usage hours."

Many years ago, I used Vif. It failed really hard for me. Disconnects, slow-speed, fake unlimited bandwidth, etc. When it would work and I would reach my cap, I would end up on the secondary link. That secondary link was slow as hell, even MSN would disconnect! I don't remember the details but I do remember that they calculated the bandwidth in a weird way that could get you switched to the second link faster than you should.
