Have you tried [1]Zabbix? I really like Zabbix as a monitoring tool. ;]

Availability Monitoring (like Nagios) and graphing (like Cacti) is combined
into one tool.

It's also highly configurable. User John may just get an SMS for problems
of high severity during the weekend and on weekdays get a Jabber message.
Even automatic actions like restarting services can be set up.

... and many other advantages.

About CACTI, it's in fact a frontend for [2]RRD. If you think CACTI is "too
much" for you, take a look at RRD itself. Or, some other frontends for this
tool, such as [3]CRICKET.

But, I think all these tools are "too much", as you are even considering
the idea of using a simple perl script for your needs.
