That's because at that moment that directory did not exist yet.

Try 

attrib -r C:\Users\Clayton\.mnemosyne\backups

(after the .mnemosyne dir has been created)

Also do for good measure:

attrib -r C:\Users\Clayton\.mnemosyne\history

and whatever subdirs you find in .mnemosyne.
