Here's my system. When I add a group of cards, I may not want to activate them all at once, but I don't want to loose track of them either. So I modify the category for those cards with a x- in front. At the end of my category list I have "x-categorya" "x-categoryb" "x- categoryc" etc. Then I deactivate those categories. When I am ready to put the cards into review, I just remove the x- from the front of the cards' category, thereby returning it to an active category. It's a bit tedious, but it does the job. I use z- for the cards that I'm booting out of the deck but I still want to keep around just in case.
