I think the best thing to do, after tuning this single parameter, is simply to trust the algorithm. Bear in mind that the number of new cards you try to learn each day also affects the growth rates of scheduled cards on later days. Personally, I always have a few hundred 'Not Memorised' cards that I gradually admit into my daily repetitions while trying to avoid too many 'Scheduled' cards on any given day.
