Maybe I misread your post, but this sounds like expected behavior to me.

0 and 1 are grades for missed cards. Missed cards are shown at the end of
your reviews for the day. If you mark a missed card correct, it gets put
back into the pile of remembered cards.

2 is the grade for remembering a card with difficulty. The card will be
scheduled in the future.
