Basically, if you change the clock on your pc to match local time, the 
rollover will always happen at 3am local time.

Of course, while you're travelling back and forth between the different time 
zones, the normal 24h cycle will either be compressed or expanded, but once 
the transient phenomenon has passed, rollover will always happen at 3am local 
time.
