I'm not sure what you mean: either you have all the tags active, or you only have a subset of the tags active. Mnemosyne will only show you the active cards when you are reviewing them.
Additionally, I am always adding cards and my reviews haven't yet caught up to this schedule. Can I get these cards into my general review by learning them separately?
