You can open config.py with an editor like notepad.
But as I said before, this is unlikely to solve the problem, so please
answer the questions in my previous mail.

They are NOT hidden. Is it wrong?
So, if the file exists, why can't I open the 'config' ?
The message is "Choose a PROGRAM' to open the file";
but the 'config.py' is a FILE. Is this a problem?
I browsed to find the 'config.py', clicked on it ; got message :"config is not valid
Win32 app".
So, what is the sequence ?
