Not sure I understand exactly what you mean, but there is this drop
down box in 'Activate cards' which either reads
-Activate cards having any of these tags: in that case, as soon as a
card has one of the checked tags, it is made active
Or
-Activate cards not having any of these tags: in that case, as soon as
a card has one of the checked tags, it is made inactive

When I activate one tag and deactivate another, all my 'foreign
words' show up.
So, if this is 'by design, my suggestion is to resolve the problem
and not show deactivated cards.
