After some experimenting, found that this should make it look identical 
with <!DOCTYPE html> on PC. Add on PC:
html, body { margin: 0px; height: 100%;  width: 100%;}
table.mnem { height: 100%; width: 100%; margin-left: auto; margin-right: 
auto; border: 1px solid #8F8F8F; } 

Found one mistake, <meta charset="utf-8""> should be <meta 
charset="utf-8"> on PC, haven't checked the mobile version yet.
