On this Windows computer, I don't have admin privilege. So I can't do a true install.
But I did take a fresh copy of the code from my USB thumb drive and copied it to a new folder on the desktop computer. Then changed my Windows icon's properties to point to that next folder for its executable (and to "start in" that folder too). After that, it seems to be working again.
