Hi, Since this is a bug in Python that seems to affect only Russian systems I'm not sure I can do anything about it.
What I could propose as workaround, if you don't need this machine to be a sync server, is to disable that option. However, since this issue prevents you from reaching the configuration screen, I would delete C:\users\pete\appdata\roaming\mnemosyne\config and try again. Good luck!
