You can also do it by time, which is what I do.  Take a certain amount of
time per day; I do 5-10 minutes, but whatever works for you.  Use the
program for that amount of time, then stop, and don't worry about how many
cards that is.    This works well for me - some days I get through all the
scheduled cards and am able to add new ones, some days I am not.  But that
doesn't matter, really.  What does matter is that you add new cards
SOMETIMES.

It's not important to get to every scheduled card every day.  That might be
better, but it is not hurting you if you don't.
