I have a similar problem.

pip3 install PyQt5
Requirement already satisfied (use --upgrade to upgrade): PyQt5 in 
/usr/local/lib/python3.5/dist-packages
Requirement already satisfied (use --upgrade to upgrade): sip<4.20,>=4.19 in 
/usr/local/lib/python3.5/dist-packages (from PyQt5)
You are using pip version 8.1.2, however version 9.0.1 is available.
You should consider upgrading via the 'pip install --upgrade pip' command.


I ran the command pip install --upgrade pip yet, but it's still the same 
problem.
