I've just downloaded 2.6.1, but I had this problem months ago, when I tried 
to install numerous Mnemosyne versions.  I uninstalled (each time), used 
SearchEverything to find anything left behind, and just now installed a new 
C++ for Windows (x386 version, since that's what Mnemosyne is - isn't it?).

The error message:
