Hi, I'm afraid I don't have expertise in this particular matter, as I'm not the one building the Ubuntu packages.
If you don't want to use a non-LTS version, I suggested you contact the Ubuntu developer that maintains the Mnemosyne package. They should certainly know what the best way is to deal with Mnemosyne's dependencies. Other crazy option, but not sure if it will work, is run the Windows version under Wine.
