What steps will reproduce the problem?
1. Deploy an RA
2. Deploy a DU with deploy-config that creates a link to that RA and that
depends on that link
What is the expected output? What do you see instead?
Deployer fails due to missing link (which would be created after). Should
be able to detect that the link is about to be created by that DU and
proceed.
