New issue 907 by amit.bhayani: When CRCX request for concrete endpoint is
received, MMS Controller should decide on to use new or inuse Endpoint

As of now if the CRCX comes with concrete endpoint for example /conf/2 it
will always look for Endpoint which is not in use. This is not correct.
