This comes into play with most of timer facility tests, for instance
tests/facilities/timerfacility/ExpiredTimerRefCount or
tests/facilities/timerfacility/address/SetTimerAddress-periodic
All of them fire timers "immedietly" - that is delay is zero or close. This
is not
invalid usage, but border use case for event firing/timer facility.
