This error happens in the context of a transaction, for instance in a sbb
event handling, if a RA fires an event non transacted and then ends the
activity, also in non transacted way.
More detailed, this happens cause 2 barriers are inserted in the activity
event queue manager and on tx commit all events barried are fired for each
barrier removed.
