maintain 'P' bit

As RFC 3588 / 6.2 mandates:
- The 'P' bit is set to the same value as the one in the request.
Actually the P(roxiable) bit is not kept the same as the request in
answers, created in most (all?) RAs causing an inconformity to the RFC.
