New issue 2703 by brainslog: CCA/Ro/Gx RAs add ReAuthRequestType and
AuthApplicationId to RAR on send, even if already present

When sending a RAR, those two AVPs are added regardless of whether they
were already present or not. A check should be made prior to adding those.
