attribute names differ between all and default configuration

A WAR files in deployed in JBCP. In default configuration the names of the
attributes begin with lower case.
In all configuration the names begin with upper case.
The application is marked as distributable in web.xml.
This problem was reproduced in EAP 5 and JBoss AS 5.1 so the root cause is
in AS, not in Mobicents.
Attached are screenshots of the same app deployed in default and all
configs in pure EAP 5.1.
This affects JOPR references to the attributes and potentially other
management apps.
