As of now the associations can either negotiate Routing Context at
beginning of establishing relation (AS <--> SGW or IPSP <--> IPSP) or have
no RC included.
Once the set-up is done, depending on agreement rest all messages should
include RC if RC was negotiated.
However there are switches which do negotiate the RC during establishing
relation and there after no RC is included in other M3UA messages that
follows. This cause Mobicents M3UA to send back Error.
Make Mobicents M3UA behavior to be flexible such that if ASP is not shared
between AS/IPSP, it shouldn't care for RC in incoming messages.
